From Harvey Kronberg’s Quorum Report:
Rule suspension today opens the door
Today’s Voter ID bill discussion opened the floodgate for Senate committees to start meeting on bills prior to the conclusion of the first month of session.
Lt. Gov. David Dewhurst named the Senate Finance Committee earlier this week, and he promised to name the balance of committees on Thursday or Friday.
Because of the suspension of Article III, Section 5 of the Constitution in the Senate, committees could easily be on the way to hearing bills early next week. That does not void the requirement to wait 60 days before bringing a bill to the floor.
What does it mean? “We’re going to get things going over here,” said one staffer.
